Meeting of the representatives of the Armenian Insurers Union with the RA President
On December 5 2025, a meeting was held between the President of the Republic of Armenia, the Armenian Insurers Union, and the Deputy Governor of the Central Bank of the Republic of Armenia.
During the meeting, the heads of insurance companies presented the risks arising in the insurance market as a result of the introduction of the state system of universal health insurance and the challenges that insurance companies will face after the introduction of the system.
The insurance companies noted that health insurance is the second largest product in the total portfolio of the insurance system (28%). Currently, 37% of employees use some kind of voluntary health insurance package offered by private insurance companies. The heads of the companies also emphasized that it is at the expense of the profitability of this insurance class that insurance companies are able to cover the losses incurred from the CMTPL system. As a result of the introduction of the state system, insurance companies will have a significant reduction in their portfolio, which will be a serious problem for the entire insurance system.
During the meeting, measures aimed at mitigating the negative consequences of the introduction of the system and the possibilities for their implementation were also discussed. Among the short-term measures to mitigate the negative consequences of the introduction of universal health insurance to the insurance system under the model proposed by the Ministry of Health, the possibility of providing private insurance companies to continue serving existing contracts during 2026 was discussed.
Among other measures to increase the resilience of the insurance system and mitigate the negative consequences of the introduction of universal health insurance, the need and possibilities for introducing certain mandatory insurance types were discussed. In particular, the need to introduce professional liability insurance types widely used in international practice was discussed. The need to introduce professional liability insurance for doctors was emphasized, especially taking into account the significant reforms being implemented in the healthcare sector. Among the types of mandatory insurance, the importance of mandatory earthquake risk insurance and the possibilities for its introduction were also discussed.
The participants of the meeting emphasized the importance of the involvement of the private sector in the processes of implementing sectoral reforms and emphasized the willingness of insurance companies to support the state in the process of reforms being initiated.
